Bid/no-bid checklist for an initial opportunity review
A source-cited signal is an invitation to review an opportunity. The bid/no-bid decision comes later, when your team has checked the full requirements and assessed the resources needed to pursue and deliver the work.
Start with facts and unknowns
Record the official notice link, buyer, service scope, relevant lot and current response date. Assign a source to each entry. Where you have only an excerpt or an ambiguous phrase, label the detail unknown. A complete-looking checklist is not useful if it hides assumptions.
Review four decision areas
Delivery fit: can the organisation perform the work? Evidence: can it substantiate the requested experience and capabilities? Capacity: can it resource both the response and potential delivery? Economics: does a commercial review justify the pursuit effort and potential obligations? These are prompts for your own decision-makers, not an automated score.
Make a blocker actionable
Write the question, owner and resolution date for each blocker. “Need more information” is too vague. “Service lead to confirm overnight coverage before the internal review meeting” gives the team something it can resolve. Use the official clarification route where a question must go to the buyer.
Record the decision and its basis
Finish with pursue, investigate further or decline, together with the responsible decision-maker and a short reason. Keep the version of the official material reviewed. J8VEST provides initial excerpt-based screening and source links; this checklist is a general working aid and does not replace your technical, commercial or legal review.
Keep this checklist
- Check full documents before deciding.
- Assign every unknown an owner and review date.
- Record the reason for pursuing or declining.
Official starting points
Use GOV.UK’s Find a Tender entry point and the official Find a Tender service for the original notices. The workflows and fictional examples above are J8VEST’s practical suggestions, not government guidance or a claim about a live procurement.
